In fact, anybody who purchases cover from is going to make money on it. Neither the cruise line nor the travel agent will charge extra commission or amount on top of the cost of insurance.

I agree with maxwell, The insurance company writes for the cover for a set amount. They will pay commission from the amount that is got back to the retailer or cruise line. And additionally, one insurance company may have many different rates for the exact same policy, depending upon whom they are writing the cover for.
