If you take U.K. then the insurance companies over there will set up a database that records all insurance policies so that if you are capable to provide either the police or your own insurers with the correct car register number they can check the EMID and give the answer. All policies are input as they are given and as the majority if not all are electronically formed and the information is available instantly when the policy is purchased.
but I don't know how the situation handled in USA...
