The authorizations done by the City Council that allows the city to bring upon itself obligations and spend resources is often referred as Budget Appropriation.

I want to say with an example, use its money on civic security or make savings that perk up the superiority of life in Glendale. The municipality cannot gather or use money unless it is appropriated, and this ensures the public cash is spent according the publics wants as uttered by the democratically selected City assembly.
