The encumbrance often refers to the official secretarial recognition of commitments to apply resources in the prospect.

For e.g., when a pay order is issued for utensils, that backing is weighed down until its delivery. And once the utensils are received, the invoice is salaried and in this case the encumbrance becomes expenditure.
