when it comes to a capital budget it is the capital development plan, it is a misappropriation of bonds or working revenue for improvements to city amenities that may comprise buildings, parks, streets and water and sewer lines. The in service financial plan covers all the costs of the city’s every day operations, which also include employee salaries, supplies and contracts.
